706 with 310 German

bought a 706 with 310 german engine last October.
engine had a strange intermitant surge/miss at all RPM.I thought this might be due to the fact that fuel was old and dirty. Drained fuel tank and changed fuel filters,put in fresh fuel, still the same results. Decided it must be injectors.While I was scratching my head, I decided to change the oil. Guess what, I found a small amount of anti-freeze in oil!. Decided to tear engine down and put in new sleeves,pistons,rings,bearings and also have head checked and reconditioned(new valves)also had injectors cleaned and set. Got engine back together and much to my surprise I still had the same surge in engine as before. Must be the pump right? Sent the pump to Northwest Fuel Injection for a rebuild. Installed pump today(told my wife it is her Valentines Day present).Started the tractor up and it STILL has the same surge as before. Engine runs pretty good up to 1000 rpm.
At 1000 rpm and above the engine will surge up about 200 rpm and than drop back 200 rpm. It is not a constant surge but intermitant surge with no set pattern.Don't have much hair on my head left or money in my wallet. Help!!!
