I had a simular proplem with our 756 that has a D310 german diesel we but in it from a IH715 combine a few years back. After we got it running ,At low idle it would reverve up couple hundred revs then calm down, doing this every few minutes. Above 1/3 throutle the surging stopped and the engine was steagy and smouth with no surging like it did at low revs. "I thought i had a bad pump."

But after tinkering with the return fuel line a few days later. I found that the fuel tank they gave us to change out for this diesel had a sticky return line check valve in it. So I swaped this out and put a full flow shut off valve in its place and the surging stopped.
This check valve stops fuel from running out the return line when you change filters must have been causing to much back pressure.

Now this injection pump from the Ih715 combine is a little difeerent than the normal tractor pump, In that it has a electric solenoid shut off valve on it that we have wired to the key to shut off the tractor. But it's very simular to the pump we have in our 826 that has a D358 german diesel in it. Anyway this could be your proplem Back presure in the return line.

Also entra back pressure will cause the small return hoses from the injectors to start wepping fuel if this is the proplem. Thats how I first noticed the proplem in ours.
