I had what sounds like a similar problem with my 560D. It started fine but wouldn't achieve much over 40% rpm's and then would 'chug' down. Numerous informed sources said it was in need of an injector pump rebuild. Then, I called an experienced IH mechanic who ran his own repair shop. He told me about an adjustment screw on the rear end of the pump and suggested I try readjusting it---------------the engine smoothed out and ran perfectly. Whether your injector pump has this adjustment, I don't know, but you might check your service manual for it.
