Do I need a Title for an 8n?

I'm new to old iron. I'm interested in an 8n, so I answered an add in the local paper. I met the guy (who admits he knows very little about tractors too), made the deal, shook hands, and then he said, "the only problem is I don't have the title for her." My gut reaction was - you don't need a title for a tractor, but a little red flag started waving in the back of my head. I said I'd do some research to find out if this is a problem and get back with him. I left without the tractor, but now it's 2am and I can't sleep. Any wisdom would be greatly appreciated.
