Whats this M worth?

Looked at a 1946 Farmall M with a factory widefront (yes I know the difference between a factory and a schwarz and this one has the tie rod ends forward in front of the axle) The tie rod ends had alittle bit of play in them, but not too bad. The steering however is very very sloppy and I really don't think I'd care to go down the road in road gear with it!. The gearshift is also very sloppy and it's hard to determine where neutral is. The owner tells me it was used for logging before he got it about 6yrs ago and it has sat ever since, he never used it, he isn't sure it still runs anymore, it was when it was parked, and the exhaust has been covered by a raincap on the muffler the entire time and it has been outdoors. Unsure if the engine is stuck or not as the fan belt is loose and the wheels are froze to the ground as it is winter here. It has an extremely hideous paint job that did more harm than good toward restoration. one rear tire looks like new, but it has been sitting so long I'm wondering if it doesn't have a rotten spot where it has made contact with the ground all these years, the other 3 are really rotten. All the lights are missing. the PTO seal leaks. The seat, and seat bracket have been broken and rewelded, and theres also a bunch of weld on the exhaust manifold. Sheet metal isn't too bad, but not perfect, lots and lots of cleanup and paint prep to do to get off all that ugly paint, everything has been painted over, over a very paint chipped block and sheet metal, over grease, etc... The drawbar would have to be changed to make it into a show tractor as the one thats on it is all beat up and heavily gouged up from the logging and the belt pully is missing.
How much is this tractor worth keeping in mind that M's are kinda rare in my area, and a widefront is very rare?.
I don't think it's really anything I want as it needs so much work between the steering, gearshift, and paint, but I was curious as to what it's worth, the owner is asking $1,500.
