Cub 184 very frustrated

I'm ready to blow it up! I have tried all the adjustment in the book and there seems to be no throttle control. It wants to run near fast idle and the throttle lever has little or no effect on it's running. The only thing I haven't done is to pull the govenor apart and clean. I guess that's next. If anyone has any suggestions they would be very welcome. I wonder what this thing will look loike at the bottom of my pond?
