I'm ready to blow it up! I have tried all the adjustment in the book and there seems to be no throttle control. It wants to run near fast idle and the throttle lever has little or no effect on it's running. The only thing I haven't done is to pull the govenor apart and clean. I guess that's next. If anyone has any suggestions they would be very welcome.

I wonder what this thing will look loike at the bottom of my pond?

Yes, I would agree the unit should be torn down, cleaned, inspected and repaired as required. The long rock shaft that comes out of the gov housing is supported by a needle bearing on the side where it exits the housing, a blind hole on the far side of the housing internal and also runs thru a third bracket on the left side of the tractor where the throttle rod hooks up. There is plenty of opportunity for this shaft to bind if bent slightly or worn bearings or the bracket out of alignment. The needle bearing may be worn into the shaft causing a bind or it can bind where it runs thru the external bracket. There is another lever on a pivot pin that couples the throtttle lever thru a spring to the rock shaft. This lever must be free to move and the spring of a specific length and spring rate. Not just any spring works there. Internal there are several other moving parts: fly weights held on a shaft by pins and a thrust bearing to impart motion to the rock shaft. There is also a second spring. These can also give trouble if excessively worn or perhaps broken. If you have not been able to adjust it there is obviously something wrong with it. But it is a simple device and can be repaired. I would not cut corners in repairing it as the governor is a key element in the proper working of the tractor. Your effort will be well spent.
