Farmall H not idling down enough

My 41 H pulls a load great and cranks right up on a touch of the starter. My problem is that I can not get the engine to idle down slow. I try to adjust the idle and when it gets down it will want to cut off. The carb has been totally rebuilt. It was doing this even before I rebuilt the carb. It has had timing gears put in and I have totally tuned the tractor up. Could this be coming from wear in the governer? Governer seems to work fine. Any help would be appreciated. BB
