Those compression readings sound great. I would do a complete tuneup and check that valve lash. You should check your fuel system for any dirt or rust. That includes the gas tank, gas line and carburetor. They probably need cleaning. I would change the oil and filter too. Make sure you watch your oil pressure gauge when making an engine start. These Cub's sometimes lose their oil pressure. Their oil pump is at the rear of the engine and doesn't hang vertically down from the engine as the other IH tractor engines do. If that ever happens don't keep running the engine. Post back on here, there's a procedure for fixing that. Hal
