Ford 801 powermaster hydraulic troubles

I have a Ford 801 powermaster. I have rebuilt the hydraulic pump ( it was $72 for the kit and $1200 for a rebuilt one and almost $2000 for a new one) It was a relatively simple task, my problem.. the 3 point hitch will not want to work.. especially below 1100 rpm I have to pick up the arms manually and sometimes they will then work, and if you keep actively using the 3 point hitch they will work reasonably well, if you leave them down for too long somtimes they will work again, the problem is worse when everything is warm. Any suggestions of what to do? also when picking up somthing heavy (like my befco rd6 finish mower--72" swath) they have a very noticable sink/raise cycle.
