: There could be a number of things wrong. Some are easy. Some are not. Let's start with the easy stuff. (1) Fluid resevoir has been dumped, flushed and refilled with new fluid? (2) Pump has been bled for any trapped air pockets? Now the tough stuff. If this doesn't get it, you should pull the unit off the top of the reservoir...the hydraulic arms are attached to this and its kind of heavy but one guy can manage. This by the way is the best way to get access and flush and clean the reservoir. When this is removed, you will need to find someone who knows how to rebuild these units...its kind of tricky...allot of levers, arms and what not can come out of adjustment, or worse, be bent or worn out. I know such people in NE Ohio if it will help. Good Luck.

First.. I have replaced the fluid, and also bled the pump .. it acts in my opinion that it looses prime, but when I open the bleed port on the pump.. it is pumping fine.
