There are O-rings on the throttle shaft. I'm assuming that you haven't had the cover off the pump or you should have discovered that. I'd suggest removing the pump from that tractor before opening the pump up. That's quite simple to do. Clean the pump and when you open it, do so very carefully and note the position of the govenor spring under the cover before you disconnect it. Change the o-rings and then reinstall. Make sure you get the shutoff bar in correctly. Also, be sure to note the location of the timing marks on the engine adapter plate relative to the mark on the pump ear before removal, thens et it back the same on reinstallation...
