Check the owner's manual for your tow vehicle. The ones for trucks usually list a GCVW or Gross Combined Vehicle Weight rating. This is the upper limit on weight the vehicle can carry and tow - the vehicle, passingers, load in the bed, trailer, and load on the trailer. GCVW assumes your trailer has adequate brakes. If you exceed the GCVW rating for your vehicle and you are involved in an accident, and/or if you do not have adequate trailer brakes, you have a couple of strikes against you going in (to court). Going slow or making short runs will not impress the judge.
