The special tools they refer to is primarily a forked clamp hootus that positions the lift arms with respect to the cover so that you can get the correct dimensions THE FIRST TIME on the draft spring tensioner. I have setup several by swag and have ended up close enough to be satisfied with it.
Before you jump to conclusions (that you have a problem), what is the position of the DRAFT-LIFT lever on the right side of the tractor under the seat? I think it is supposed to be down for lift and horiz for draft....but it"s been a long time and I forgot. If in draft, the lift has limited range as you move the lift lever through it"s range. I think the words are protrusions on the casting so you can see which is which by looking at it. If not, just put it one way and watch your lift arms and then move it the other and do it again. You will know when you are in the lift position.
Unless you broke something, I don"t recall that they just all of a sudden decide to not go all the way up or down, especially if it functions normally in other parts of the lift range.
