a couple possibilities. If it runs ok with the jump pack, but not on the battery alone, then I"d start troubleshooting at the battery.
check for poor battery connections. Especially the ground. Check the cable from the battery to the frame. I think it may connect to one of the engine mounting bolts. Maybe its vibrated loose over time.
Or, you have a problem with your battery and/or charging system. OR the magnet in the electric clutch is starting to short. I"ve seen some electric clutches draw enough from a partial short to overwhelm the charging system, but not blow the fuse, and still work. Eventually they burn out and stop working. A good clutch should only pull about 4 to 6 amps when its on.
Battery and charging system both need to be in good shape for the electric PTO clutch to work. Put a voltmeter on your battery posts and see if you have more than 13.5 volts with the engine running, PTO off. If its below 12.5 your battery is weak, and your charging system isn"t working. If its 13.5 or better, then the charging system is working, but the battery may not be good. remove it and have it tested, or if its more than 3 or 4 years old, just replace it, due to heat and vibration, its about all a battery in a garden tractor lasts.
