Gooday mate - Tractor Hank . Keith-OR is sure on the right track . I spent over 40 years in the Plastics & Adhesives business with some 30 shops scattered around Australia & South-east Asia . My suggestion is somewhat like Keith's . Go to or get in touch with your largest Plastics or Adhesives manufacturer or Wholesaler and do your research on Urethane ( short for Polyurethane ) elastomer glues preferably a two ( 2 ) part glue . We did many wheels like you're discribing for a large commercial tourist organization . They are very tricky to do & get it right the first time . Do remember like all jobs 95 % PLUS of the success of the job is in the preperation . Adsolute total chemical cleanliness is an absolute must .
