Class C is for single vehicles up to 26,000 lbs. Class B is for any single vehicle of any weight. Class A is for multi vehicle combinations. From section 393.5 of federal code: FEDERAL DEFINITION OF COMMERCIAL MOTOR VEHICLE means any self-propelled or towed vehicle used on public highways in INTERSTATE COMMERCE to transport passengers or property when: a) The vehicle has a gross weight rating or combined gross weight rating of 10,001 or more pounds; or b) is a bus; or c) transports hazardous material requiring placarding. As long as you stay in Oklahoma, state law determines what you need. As soon as you cross a state line the above definitions apply.
