Having dealt with about a dozen different states and their DMV regulations, I can tell you that the procedure is different in each state. You'll have to talk to your local DMV to find out how they want you to do it in your state.

I like the process described below that is used in ND. Every state should adopt that one.

In Utah, they expect you to go to the DMV with your new title, pay your fees and they give you a 96 hour (4 day) permit so you can drive it around getting it inspected etc. Then when you return to the DMV with your inspection form, they hand you your new plates. Well, that still means 2 trips to the DMV and that's just not acceptable to most people, so they just drive home with no plates and take their chances. I've done that a few times. I've been pulled over once but the cop let me off the hook when I showed him the title signed over and dated that day proving that I had just barely bought it and was just taking it home. Legally he could have cited me and impounded the car, but he was reasonable.

Another solution is to take your truck and trailer when you pick up the car and just trailer it home.
