The regulator is in the alternator. Since it checked "good" there MAY be a problem on the tractor... corroded connector that plugs into the alternator or the lead to the #2 "voltage sense" terminal may be broken inside the plastic covering on the wire. Check the voltage on the #2 terminal in the connector... there should be battery voltage there key on OR key off.
