the inner nut next to the head is not supposed to turn. You need a wrench that fits on the fan shaft in FRONT of the bracket. Now after 50 pluss yrs that nut on the back side may turn as it could have been replaced or rounded off or who knows. Anyhow that is the way it is supposed to be as it fits in a slot. Use a bar or something that can be used to raise the pulley assy up and hold while you get the fan shaft tightened. Helps to release the tension on the gen then retighten when finished with fan belt.
