The ones I've seen do have the spring and a small piston with a skirt. No ball. The spring may have been taken out already. Or that may not be the place. I'm not familiar with IH at all and the pressure regulator could easily be at the pump. Since the engine was stuck and the crankcase had a lot of water the pressure regulator is close to the most precision part in the oil system, toss up with the pump. When the regulator piston can't slide, oil pressure goes up. Gerald J.
