Farmall Cub Starting Problem

I have a '48 cub which runs great. I just picked up a '49 cub that was under cover, but hasn't run in a couple years. I repaired a stripped out hole in the block for the head gasket, set timing right on the money, got gas and good spark, but I can't get it to start. I've ether too, but nothing. The only wierd thing is that it seems to crank harder than my other cub, even hand-cranking is harder, so naturally, it's wearing the battery down fast. My '48 cranks easier with spark plugs in than the '49 does with them out. What would cause this? I have a couple ideas but would sure welcome some input! Thanks, Ted Larson.
