Ted - This may or may not apply to your case:

I encounted a similar problem with an "H" that had been in storage for 5 years or so. Despite gas and spark, couldn't get it to fire no matter what I did. Out of desperation I pulled the plugs, squirted and ounce or so of motor oil into each cylinder and put the plugs back in. The tractor then started right up.

All I can figure is with the cylinder walls dry from years of being idle, the rings weren't sealing and there was not enough compression to get it to fire. The dry cylinders also made it harder to crank.
