1941 A John Deere Govoner Problems

Hi guys. I've been reading alot of your posts. I really get a kick out of Allen and Gary, you guys make my day. I've been having some trouble with my govoner. I have a 1941 A with a Power Block. I have totally rebuilt everything on this tractor. The only piece I did not replace in the govoner was the bronze collar that slides on the shaft. I cleaned it up with some emery cloth and it looks fine. I've done all the tricks with the linkage and my govoner is lazy. It has to really be under a load for it to come alive. It is slow reving up, and wants to overrev abit. If you stand on the brakes it will come on, if you put it on the dyno it will come on. I put 3-14's behind it and drop it in the ground and it just idles down but still pulls, the govoner is just not working. It pulls over 60hp on the dyno. I'm out of options on this if somebody has any ideas I sure would appriciate it before I have no hair left. Thanks
