4430 Jerky hydraulics

Have a 1975 John Deere 4430 tractor that has great steering and brakes, but the SCV hydraulics and 3pt are very jery when oil is hot or cold. The hyd fluid level is good, screen is clean, hyd filter is new, replaced the charge pump with a new JD HI capacity one, pump drive shaft is good, JD rebuilt the hydraulic pump(new stroke control valve and orings), replaced the priority valve and the hydraulics are STILL jerky. When I put a gauge in the SCV the pressure jumps from 2300 down to 1800 at 1800RPMs. The SCV and 3pt will not hardly work at RPMs under 1200. Any advice would be helpful. THANKS, MARK
