O/T toilet problem

Hey guys, Having a problem w/ my mom's toilet.She lives in the house at the farm.The house is 26 yrs. old and the toilet is the same age.Split-level,full bath upstairs,and full bath directly under in lower level. The problem is the lower toilet doesn't flush right.When flushed,you get a big bubble coming up from the bowl,and not enough power to flush a turd.Half the time water only won't go down. Hey,I said,I know what's wrong-the vent must be plugged right? So I went on the roof and looked in vent to see nothing visible.Ran a snake down about 30' and flushed the vent with garden hose.No improvement.Septic is in good shape and pumped out recently I'm a little cornfused as the upper toilet works fine.I'm still thinking vent,but not sure how it's ran in the house.Finished basement,by the way. Any suggestions? ~brad
