OT reseeding yard? Kind of long

Anybody ever reseeded grass in yard? I haven't had much luck. To start with , it was a sand hill that was leveled to put house on. Covered part of yard with black dirt, 8 to 12 inches. Grass comes up in spots and leaves bare spot everywhere, rain washes dirt away and mowing yard is a cloud of dust. Beating lawn mower to death, hard to walk across. I've tried disking and harrow to reseed but clumps of roots ball up in harrow and leave furrows. Bot a power harrow, thot that might work better. Works up groung real good, but too small of an area to get any speed up , so leaves big ridges and then again with the root balls. Wonder about dumping some more dirt and using an old road drag to smooth out and fill in holes and then seed again. Grass thats there will keep on growing and if I mow before it gets established won't suction from mower just blow grass seed away? I am open to any reasonable suggestions, I used to complain about having to mow grass, now I wish I had grass to mow. Yard is over an acre, too much to try to water.Do you cover seed or leave it on top of soil? I have tried covering some with straw, but it still comes up spotty. If I had the $$$ i would just sod it and be done, but I'd have to win the lottery to do that. Thanks in advance, Chris
