A neighbor with a '99 F-250 ahd a similar problem. It would blow a small fuse in the under-dash fuseblock ahead of the driver's knee, and, amongst the other gauge stuff, the glowplugs wouldn't work, making for hard starting. The dealer said they traced it to bad wires in the steering column/ignition switch area. Now, the fuse no longer blows, but sometimes the heater fan doesn't "power down" when the key is turned "off", and kills the battery. They are tired of it, and want to "dump" it.
