Plow in fall. Disk in spring when it's dried a bit. Harrow after that to level & smooth the ground, kill small weed seedlings. The disk & harrow can be replaced with a field cultivator with a harrow bar on it, one pass & done.
If you had to plow in spring; or clay or wet soil made lumps, it can be more difficult. The disk will cut lumps up some, but a disk also compacts & hardens wet clay soil..... Sometimes just gotta wait for sun to dry it, or a rain to wet & soften it.... Anyhow, sounds like a little harrow (aka drag) is what you are wanting. --->Paul
