To adjust the knife distance from the twine holder disc, you have to bend the arm that holds the knife. If you remove the one bolt that holds the knotter down and pivot the knotter up, you will see the arm on the bottom of the knotter. This arm, known as the wiper arm, performs 3 functions, it holds the twine as a bale is being made, wipes the knot off of the billhook and cuts the twine. You can try adding a washer or two on the bottom of the wiper arm's pivot shaft in an attempt to move the knife farther away from the twine disc. If that is not enough, you will have to bend the arm a little. Good luck! you will need it! One of the knotters on my Dad's 24T is not tieing properly and I spend several unsuccessful hours today trying to get it fixed :-( I think I have isolated the problem, now to see if I can correct it :-)
