I agree with the others on it just plain isn't getting enough gas. Does it have a fuel pump or is it gravity feed?? If it it gravity feed the carb should have a drain plug, remove the drain plug and make sure you have a good steady flow of gas. If it has a fuel pump remove the fuel line at the carb and use a small test tank held up higher then the carb and see how it runs that way. If it runs good that way you may have a bad fuel pump. Either way you have a clogged fuel sytem or one that isn't working as it should.
