OT/kinda, Selling hay bioterrorism ?

I've been trying to get clarification about something and thought you folks here might be able to steer me to some additional info. I keep getting little snipets of info about how, come Dec. 9th, us small time hay sellers will have to start filling out forms about our hay for Homeland Security. According to what I've gathered so far, we will have to keep records of what field it came from, when it was cut, who cut it, who handled it to storage point, where it was stored, who bought it, who loaded and handled it, who transported it, it's final destination, who unloaded it, what it's intended end purpose is, all the associated dates, and so on. There is probably more that I don't know about, but that's what I have so far. I asked my county agent about it, and he said that it wasn't anything that I needed to worry about. But I'm tending to take this seriously. I want to know before the last minute. If anyone out there can shed some light on this, I would really appreciate it. I'm looking for REAL information, not hand me down stuff (I've got plenty of that and the confusion that goes along with it). Oh, by the way, the deadline of Dec. 9th is for small time hay sellers. From what I've gathered so far, larger operations have to comply much sooner. But I don't know what designates large and small.
