OT/kinda, Selling hay bioterrorism ?

I've been trying to get clarification about something and thought you folks here might be able to steer me to some additional info. I keep getting little snipets of info about how, come Dec. 9th, us small time hay sellers will have to start filling out forms about our hay for Homeland Security. According to what I've gathered so far, we will have to keep records of what field it came from, when it was cut, who cut it, who handled it to storage point, where it was stored, who bought it, who loaded and handled it, who transported it, it's final destination, who unloaded it, what it's intended end purpose is, all the associated dates, and so on. There is probably more that I don't know about, but that's what I have so far. I asked my county agent about it, and he said that it wasn't anything that I needed to worry about. But I'm tending to take this seriously. I want to know before the last minute. If anyone out there can shed some light on this, I would really appreciate it. I'm looking for REAL information, not hand me down stuff (I've got plenty of that and the confusion that goes along with it). Oh, by the way, the deadline of Dec. 9th is for small time hay sellers. From what I've gathered so far, larger operations have to comply much sooner. But I don't know what designates large and small.

You have the right info about registering by Dec. if your state didn't repeal that law.Here in Texas we're having to register our farms tell them what we raise such as cattle,horses,chickens.You get the picture just some more goverment interferring into our business.Small time operators don't stand a chance anymore.

i hauled produce out of edinburgh and pharr texas in 1967, got stopped near alice texas several times looking for illegals and whatever. only thing they
found was my gallon jug of jalapenos on the doghouse, didn't find the tequila (gallon) medicinal purposes only deacon

FWIW: Last week's storm crashed 4 seperate carriers of illeagals here in Colorado. About 42 pasengers. Hiway patrol figures there are 500 plus a week going though this state. Sure makes sence to check hay, now doesn't it.

I,ve heard the same thing, I think larger growers are supposed to comply by June, don't know what the difference is either. I sure hope to find out soon because to comply by Dec I need to know before I start haying. Jeff

Okay, I just found this little tidbit from eHay Weekly, an email hay and forage report that I subscribe to. This is a quote from what they said recently. At least this gives me a little more info, but I still need to know if there are set forms I need to fill out or if I'm on my own figuring out how to comply..... .

"Bioterrorism Rules Will Affect Hay Growers
The federal government's efforts to protect the nation's food supply will soon impact commercial hay growers in a big way. According to a Food and Drug Administration (FDA) spokesman, farmers who sell hay must comply with record-keeping requirements of the Bioterrorism Act of 2002.

The mandated records include, among other things, the field that each load came from, the truck that hauled it, and names and contact information of the driver and the people who loaded and unloaded it. The buyer's name and address, and the arrival date, must also be on record.

The rules are designed to enable FDA to trace any contamination problem back to its source. According to the 2002 law, they apply to "persons that manufacture, process, pack, transport, distribute, receive, hold or import food."

FDA includes animal feeds in its definition of food. Feed manufacturers, grain elevators, alfalfa processors and other entities that process or store farm products must comply. While most farms are exempt, the FDA spokesman confirms that commercial hay growers are not. Operations with 11 or more full-time employees must comply by June 6 of this year; smaller operations have until Dec. 9."

Here is the link to the FDA web site for facility registration. This is what I had to do for the elevator and the feed mill.

There is a couple days worth of reading, but I didn't see where hay from individual producers is covered. In Illinois the Dept. of Agriculture is the lead agency. You may want to get in touch with your state dept. of agriculture.

The records that I am required to keep are quite extensive, but also fairly simple and most of them we were doing anyway.

That WAS the rules I had to but it was only if you purchased roundup ready alfalfa seed. You had to document where every bale went etc.
As of last week it has now been approved for shipping I found out and so those rules do not apply now.
Other than that issue I have no clue what you are talking about in regards to Dec deadline. I sell hay all time never heard anything else.
