I've built a few hundred trailers, but I'm just wondering, why brakes on one axle? Would you buy a car or truck with brakes on one axle? If it's got brakes on one axle, it's only a 3500 lb. trailer. In Canada the highway traffic act states that a vehicle (including trailers) must be equipped with brakes capable of stopping and holding the trailer. Anything else is just plain dangerous on the road. I can't imagine that in the U.S. regulations would be that lax. Just something to think about.
