I think your starter drive gear has locked up in the "engaged" position with the flywheel ring gear. With the switch "off off off," put the tractor in high gear and "gently" by hand push the tractor. (rock it back and forth) Normally when you do this, it will turn the engine. If you do this now and it feels like a car left in "park," and it won't continue to roll either way, and won't turn the engine, then you know the starter drive is hung on the ring gear. With rocking, you may get to the point that it slips out. You can do more damage. It will eventually have to come out however. Before you do any of this, you may want to go by a repair shop and just look at a starter and drive assembly and see what you are up against, and I'm sure they will have had this problem and may give you a trick. You may have broken ring gear or starter drive gear "teeth." I think the "bell-like" thing is the mount which the starter drive gear slides in to engage the ring gear, and it is part of the starter assembly. When the starter is put in place, that mount is placed over but doesn't touch the ring gear. When you use the starter, the starter drive "twists" out and engages the ring gear. When the engine cranks, it spins faster than the starter drive and the momentum pushes it back inside the mount along a "spiral" shaft. The motor part of your starter may end up being ok, and a starter drive will run maybe $50. This happened to me on my 1956 Ford 600, but the starter came out after a couple of rocks. It may appear to have failed because it is locked up. If the tractor has been converted recently to 12V, it really puts a work-out on the old starter drive and ring gears. Hope for your sake the ring gear is not damaged, since that will require a tear apart at least. RKS
