In Ohio you get the trailer weight on a special form from the DMV, go to your local comercial scale (Grain elevator) have weighed and them fill out form, take form back to DMV and they will sell you the plate at price based on empty weight of trailer, No questions on load capacity of trailer, Just if a factory made trailer have title, if home made type and year you made it
