OT--Trailer Registration fee question..

Hey folks, wonder if anyone knows the answer to this question? In your state or neighboring states, do they offer any kind of lifetime registration fee for a small utility trailer?
Maine used to offer this, and does offer very low (compared to NY) registration fees still, but no longer offers the one time registration fee. Most states will allow you to register a trailer in their state even if you live out of state...they are happy to have the $. In Wisconsin NO registration is necessary for a homemade trailer under 3000 gvwr. Thanks in advance..
