Put the tires on the rims. You have 14.9x38s, they are recommended for 13 inch rims. You can put one size over or one size under safely on the rim.There are many tractors out there with exactly this setup. Remember you will not be going that fast with your tractor,just be careful when seating the beads so that you don't hurt yourself or someone around you.HTH JohnG
