It is common courtesy to move over if you can when someone wants to get on the road. I do when I can. No one was in the other lane when I came across. They would not have been impeded in any way by taking the other lane, they just didn't want to make the effort to do so. On top of that, every one of them were driving in the passing lane. I believe WI made it unlawful to drive in the passing lane unless you were actually passing, but I'm not sure. The bigger issue is the number of cars on the road.
