Not an oil problem, the governor is lubed by the engine oil. Sounds like you broke your governor spring. It's inside the governor housing on the right hand side, front of the engine. There is just enough room between it and the fan shroud to get the cover off. Not a hard job. You can get a new spring at any Case/IH dealer, not expensive.
