Not nescisarly. It is possible for there to be a ridge and the cylinder wall/piston clearance can still be acceptable. Its kind of like rod and main bearings. 3 to 5 thousands is acceptable clearance. Under 3 (it is to tight), over 5 (it is to loose). There is a little lee-way as well on the cylinder walls. Maybe just a few thousands of an inch but hey, a couple thousands will catch a finger nail if it is a good ridge. A good repair manual will give you acceptable clearance guidlines to follow when you conduct your diameter and out-of-round measurements. A good manuel will also give you some guidlines on the rings as to how they fit and if they are acceptable.
