timing on Continental L-226

I am re-assembling an L-226 that was stuck when I got it. I initially put the camshaft in the way it came apart, with the dot on the crank gear between the two dots on the cam gear. When I turned the engine over, the valves did not open and close at the correct times. I checked the keyways on both gears and triple checked that my direction of rotation was correct. I began moving teeth until I found the spot that operated the valves correctly, but the factory dots obviously do not line up at this position. Could this cam gear be from a different engine and have different markings? I cannot believe that the engine would have left the factory with such a problem. Tell me what you think. Thanks, Steve
