Tommy,
Based on the details that you have given, it sounds like the short is internal to the starter motor. If the windings on one pole of the armature are shorted out and the armature is in the proper position then that pole of the armature won't create a magnetic field and start spinning the motor.

Another posibility is the bendix is partially engaged and stuck. If it happens again, tap on the starter motor lightly with a hammer and you should hear a clack sound inside the starter after you strike it with the hammer. This is the bendix releasing and the "short" should go away at the same time. Sometimes it may require turning the engine by hand to release the bendix but be sure to remove the battery cable first to prevent injuries.

If this turns out to be the case, inspect the flywheel for damage and the starter gear for proper movement back and forth on the bendix shaft. The starter solenoid has a large spring inside that pulls the starter gear back. Make sure that gear pulls back far enough to clear the flywheel. The gear should move back and forth on the shaft about an inch. A good way to check it is to bench test it as you described but watch the gear when you spin the starter motor and make sure that it moves back and forth with force.
