Paul, The correct answers are YES and NO respectively. The problem, as you correctly guessed, is a classic worn starter drive which causes them to disengage "spit out" way to early. No, they were designed to stay in, but longer until the inertia and spring disengaged them. They used to be generically just called the "Bendix" since I think Bendix made them first and, I believe, still does. I think you can purchase the Bendix (starter drive) separately and install it which should cure your problem. If I recall (its been a while) you compress them to expose a pin which goes through a hole in the starter shaft to remove them. Let us know.
