I saved a tube like that once. I blew it up as big as I dared, and then beat as much rust as I could off with a hammer handle. After letting out some air I used a drill with a wire brush for the rest. You really have to be careful with the wire brush. Still took a lot of time. Are you sure you can't afford new tubes?
