I'll try to answer best I can, went through this on a 60 TO35, real close to the same tractor.
"Vented Fuel cap,will the one listed..." Yes, it will fit. It must be vented for the gravity fuel system to work. Best test it to see if it really is vented. Bought one, said vented, it wasn't. Had to drill a hole in the underside of it.
"7psi Radiator Cap,..." Yes, that will work.
"Hood Latches,..." I think they will work. They are just threaded rod, hook in the holes, maybe with cotter pins? Been a while but should be obvious when you see them.
"little rubber bumpers" If they are the ones I'm thinking of, they have a tapered rubber pin on the bottom that pulls through a hole. As for the hood alignment, the holes where it pivots may be elongated from rattling around on the bolts. If bad enough, you may have to cut them out and weld in some washers. Just gotta do what you have to to make it fit.
