I'll try to keep this simple and not too long winded! LOL
The governor arm links directly to the carb throtle shaft.
The lever on the dash is conected to the governor arm with a spring.
The spring wants to pull the throtle open.
The governor (spinning weights) want to push it closed.
With the engine off and the dash lever set for fast, the carb should be wide open. You can push the carb closed by overiding the spring with moderate hand pressure. It should travel the full distance without binding. It should spring back open when released.
