Maybe gov problems with 49 WD AC

Finally got it timed to where it sounds alright, but it has no response from the gas lever. It runs high end all the time. Some in the AC Forum thinks its a gov problem. Ive never worked on a gov before. What is there to look for, and look out for lol.?
 
Forgive my ignorance please.
The cross linkage to the carb wasn't hooked up. BUT there is only one hole at the backside of the carb, and I had put the choke rod in it, Its a MS carb.
 
I'll try to keep this simple and not too long winded! LOL

The governor arm links directly to the carb throtle shaft.

The lever on the dash is conected to the governor arm with a spring.

The spring wants to pull the throtle open.

The governor (spinning weights) want to push it closed.

With the engine off and the dash lever set for fast, the carb should be wide open. You can push the carb closed by overiding the spring with moderate hand pressure. It should travel the full distance without binding. It should spring back open when released.
 
PS: The choke linkage has nothing to do with the governor or throttle. It connects solely to the choke butterfly linkage.
 
Steve, whats the difference between the carburetor throttle shaft, and the choke butterfly linkage?
The ONLY place I see to attach anything is the ear, on the backside of the carb that attaches to the butterfly shaft. It has ONE hole. There os no place other that has a hole to put the govoner rod into? Thanks for replying.
 
Without seeing the carb it's hard to say...

Possibly something is missing or ??? But there has to be a lever with a hole for the gov linkage, usually on the back side of the carb, up toward the top where the carb bolts to the manifold. This is also where you'll find the idle speed adjustment screw.

Your carb needs to have two "butterfly" shafts. one right at the intake for the choke, and another just below the point where the carb bolts to the manifold for the throttle.
 

Remove the Carb and look it over..

There IS a hole in the Throttle-shaft arm for the Governor rod.
Probably was an "anti-surge" spring there too, that ran from the Carb throttle arm, to the forward part of the engine Block..
I know the WD-45 has this spring..
The Choke is farther to the rear, near the hose from the air cleaner and the Choke rod attaches to that arm..
