I have a 1979 C-81, I about went crazy until I discovered my : switch on the clutch was not working properly at all times. these switches can cause all kinds of problems when not working right. I'm sure you guys are on the right track but I'm having difficulty isolating the problem further. Doing as Dick suggested I was able to start the tractor. This tractor has three interlocks - one at the brake pedal, one at the PTO and one under the rear seat. The one under the seat acts as a kill switch if the PTO is engaged and the rider gets off. The brake switch seems o.k. Since the tractor died while operating it and since it will not start using the ignition switch it would seem that the PTO-to-ignition would be faulty somewhere.
