The manuals don't show those parts very well. Look at the picture below. There are 8 plungers, two balls and three springs in that block. There are two special plungers with horns on one end and 6 ordinary plungers. The special plungers go in the hole marked with the pencil. Put the block in place on the steering column then load it from the top. The first special plunger gets loaded horns up, then two balls then the second special plunger horns down. The other 3 holes get an ordinary plunger first then a spring then another plunger. Read the manual closely about setting the upper spring washer correctly and swedging the nut. I Strongly recommend you replace the upper seal (#44) and lower seal (#28) and the 2 orings (#32) in the diagram below. They are available from your CNH dealer and not too expensive. If any of the springs are broken they must be replaced. They cost about $35 each. Ouch!
